The mayor is looking forward to a fifth uncontested renomination as president of the national model airplanes society, so he enlists Gert to take pictures. But outsider Anne-Marie Van Riet challenges him and knows the rules. So Gert becomes the arbiter, with Samson as the mayor's second and Van Leemhuyzen as her's.
