Short summary

A German crime syndicate which imports weapons into the United States have had a special assassin's gun stolen in transit. Mucho mayhem follows.
In the 80's, during Miami's cocaine heydays, a group of young undercover detectives were recruited and trained intensively in what became known as Project Blue Waters. The project was dismantled in order to protect certain corrupt, ruthless and traitorous politicians. The remaining undercover operatives were quickly retired and the project closed. Ten years later, two of the retired operatives, a Le Femme Nikita trained assassin and her equally lethal partner have switched sides and are now working for a German crime syndicate importing arms into the US. Illegally introducing a weapon that won't miss, a new threat to the gun infested streets of the USA!

    Micel Delgado is a quadruple threat in this straight-to-video effort. As well as giving an over-the-top performance in the lead role, he also writes, directs and edits the film!

    The inspiration is clearly "Miami Vice" and Delgado out-Michael-Manns Michael Mann, with an array of flashbacks, slo-mo, fast cutting, intense close-ups and pastel-shaded lenses. It's undoubtedly stylish but extremely tiresome after a while.

    The story is routine cops n' robbers stuff. Best characters are the two ruthless female assassins who clearly enjoy their work, but they are neglected in favour of Delgado's strutting Latino machismo.

    Bags of style (far too much, in fact) but not much substance.
