Events like the police shooting of 18 year-old Michael Brown and the "chokehold" death of Eric Garner has turned the national spotlight on the issue of police misconduct, race and excessive use of force by police departments across the US. Locally, the Seattle Police Department was investigated in 2011 by the Department of Justice, which found that SPD officers engaged in a pattern of excessive use of force that violated the Constitution as well as federal law. As part of a deal to avoid a lawsuit, the city and the DOJ reached a settlement that included improved oversight, training and reporting.
