The prologue says that in the old days, the strong men were Samson and Hercules, but today it is Willoughby Wren, a little wimp with a magic hat that gives him unusual strength. Willoughby has a crush on the trapeze artist in the circus, and gets a job as a handyman, doing such menial tasks as following the parade-elephants with a scoop and a bucket (hey...it's show business) and cleaning the animal cages. When the ferocious ape escapes and goes after the trapeze girl, Willoughby dons his magic cap and goes to the aid of the distressed damsel.

A little guy somehow ends up with a hat knitted from Samson's hair, making him the strongest man on earth. He ends up in the circus, lusting after a beautiful aerialist. The ringmaster throws roadblocks in his way, including and enormous gorilla. Not much substance here. Very predictable, ordinary animated short.

The set-up of this not-particularly inspiring cartoon is that when Delilah cuy off Samson's hair, she knitted it into a cap, and whoever wears that cap is the strongest man in the world. Nowadays, the cap is worn by Willoughby Wren, a small fellow who works in a traveling circus, doing whatever he is told. He loves the beautiful aerialist, of course. One day, the sneering boss orders him to tend to the killer ape's cage....

There aren't many laughs in this one, just a little guy able to beat up on big, bad guys. It's the Mighty Mouse model of story telling, in which the children are supposed to see themselves as the small guys. The problem is, they soon forget about being small, even though they remember about beating up....
