Everyone in Wheelie World is very busy. It is time for spring cleaning and all of the Wheelies are polishing their pistons and cleaning their springs. But Chorlton the happiness dragon does not have any wheels, so he does not have any springs to clean. Zoomer and Jenny ask if something could be done as Chorlton is slower than the rest and gets left out. The Wheelies give Chorlton a Wheelie Cart for him to whiz around on. But Fenella the kettle witch is watching all of this through her telescope, Riley. She orders her spell-book to come up with something to slow Chorlton down. However, as usual Fenella makes a mistake casting the spell and soon Chorlton is the fastest thing in Wheelie World.
