A lawless city is run by rival criminal gangs. Two of these, Forsaken Order and Fallen Angels, are so large that between them they outnumber all of the others combined. There is status quo between them until someone kills Pirate.

In a different place and time, in a lawless city things were controlled by pathetic little gangs. Each ruling their own tiny patch in the grand patchwork of the city. But two gangs came to outnumber all of the other gangs combined - Forsaken Order and Fallen Angels. A truce had been agreed between these two, a truce that had held for years providing a status quo between the two - each unable to topple the other. Both rules their own neighborhood without interference from the other. But then Pirate, the brother of Fallen Angels member Orphan, is found murdered. It looks like Forsaken Order, who have just had a change of leader, may be responsible. Pirate's death could be about to see the end of the status quo and the establishment of a new order.
