Short summary

The title refers the Cold War that existed between the United States of America and primarily the Union of Soviet Socialist Republics between World War II and the fall of the U.S.S.R. in 1991. No declared war existed between these two superpowers though there was a continuous state of political conflict, military tension and economic competition.
